Position Description 
The goal of the Family Empowerment Administrator (FEA) to provide leadership, support, and ongoing monitoring for the execution of family services and ERSEA across GETCAP Head Start and Early Head Start locations and partnership sites in accordance with all federal and state funding source requirements.
Responsible for the development, implementation, and assessment of systems and practices to support the growth and development of staff to support family outcomes for all families as measured by the adopted Parent, Family, and Community Engagement goals. 
Responsible for oversight of eligibility, recruitment, selection, enrollment, and attendance in accordance with the Head Start Program Performance Standards, Texas Child Care Licensing standards, and state education requirements. 
Responsible for the oversight of the program's volunteer services.  
Responsible for the development, training, implementation, and monitoring of all policies, procedures, and practices required for the successful execution of the Family Services, ERSEA, and Volunteer service areas.  
Responsible for the management and record-keeping of the adopted family data system.

Job Summary Key Accountabilities and Responsibilities:

Communication:
  1. Develops, implements, and adheres to an ongoing and scheduled system of communication with director, leadership team, program governance, and all stakeholders on topics and data that impact the GETCAP Program’s:
  • Eligibility, Recruitment, Selection, Enrollment, and Attendance of children and families.
  • Family Services including Family Partnership Agreements and outcomes
  • Community Partnerships to support services to children and families
Volunteer Services and Inkind needed to meet the non-federal share requirements as outline by Head Start Program Performance Standards. 

Essential Duties:
 
  • Apply knowledge of parent, family, and community engagement and works in partnership with all other content areas (Early Childhood Education, Disabilities/Mental Health, Nutrition, Health, and Administration) to plan program systems, plan and provide training to staff and families, and monitor for compliance.
  • Develop, administer, and implement processes, plans, policies, and procedures for all aspects of family engagement, ERSEA, and Texas state/federal program requirements for childcare and HS/EHS programs in the related service area.
  • Develop, administer, and implement training and professional development plans to support family services staff in their ability to develop and maintain collaborative partnerships with parents.
  •  Ensure the delivery and coordination of needed social services to each family through referral or direct services, review, and update, as necessary.
  • Establish ongoing monitoring systems to ensure all federal, state, and local mandates are met for all assigned service areas.
  • Provide regular updates to the Director, Program Governance, and stakeholders as required by federal, state, and local mandates.

Program Design:
 
Family Empowerment Administrator will:
  1. Lead and collaborate with management team and stakeholders on program development, 
quality improvement, ongoing monitoring, and reporting. 
  1. Lead and collaborate with management team and stakeholders to ensure best practices assuring state and federal regulations/standards. 
  2. Lead and collaborate with management team to support resources for Family Services and ERSEA staff to support EHS/HS centers and partnership sites. 
  3. Lead and collaborate with management team to support resources required to ensure the safe operations of centers, EHS/HS classrooms, and partnership sites.
  4. Works with program management on program development, quality and evaluation.
  5. Organizes and assists in purchasing and monitoring of materials and equipment to support high-quality parent, family, community engagement, volunteer, and ERSEA services.  
Family Engagement and ERSEA Services:
 
1.    Provide case consultation and crisis intervention supervision, coordinate referrals to outside agencies, and assure principles of case management and integration of services are applied throughout service-delivery options to families.
2.    Participate in selection and training of Family Services and ERSEA staff. 
3.    Supervise and evaluate Family Services and ERSEA staff and community volunteers. 
4.    Provide regular support and ongoing monitoring of Family Services and ERSEA staff as required by federal, state, and local mandates.
5.    Serve as a liaison between Head Start/Early Head Start and other community programs providing services to low-income families.
6.    Plan, support and provide opportunities for parents to become involved in program activities; assist all center-based staff to establish and support Parent Committees as defined in the Head Start Performance Standards; monitor, evaluate, and recommend improvements to parent activities.
7.    Promote leadership skills and abilities of parents and maintain record of parent involvement requirements including parent orientation and training.
8.    Refer families to community agencies/programs; assess accessibility, relevance, and usefulness of assistance.
9.    Maintain calendar of parent and community events.
10.    Facilitate completion or update of the Community Assessment.
11.  Maintain a current Parent Handbook, Community Resource Book and Volunteer handbook.
12.  Promote leadership skills and abilities of parents and maintain record of parent involvement requirements including parent orientation and training.
13.  Refer families to community agencies/programs; assess accessibility, relevance, and usefulness of assistance.
14.  Maintain calendar of parent and community events.
15.  Facilitate completion or update of the Community Assessment.
16.  Maintain a current Parent Handbook, Community Resource Book and Volunteer handbook.
17.  Maintain accurate records and documentation (e.g., meeting minutes, plan, training, sign-in sheet, and PC members' eligibility paperwork).
18.  Ensure the elected Policy Council representative and alternate for the assigned center site(s) are in attendance for the Program's Policy Council monthly meeting
Planning:
 
Family Empowerment Administrator will:

  1. Lead, monitor and collaborate with management team and stakeholders to develop, review, revise and monitor service area plans that support family services, ERSEA, and community partnerships in accordance with performance standards and program policy and procedures in EHS/HS classrooms and partnership sites.
  2. Lead and collaborate to address quality systems for program planning, ongoing monitoring, data analysis, communication systems, self-assessment and quality improvement implementation with management team and stakeholders.
Fiscal Management:  
 
Family Empowerment Administrator will:
  1. Monitor budget and purchases related to supervised areas
  2. Ensure accurate and timely completion of timesheets, purchase authorizations, and budget reports
  3. Monitor employee use of time
  4. Provide input, lead, and collaborate with management team in prioritizing the purchases of supplies, and resources to support the successful implementation and outcomes of family services, ERSEA, volunteer services, and community services.
 
Record Keeping/Reporting and Ongoing Monitoring:
 
Family Empowerment Administrator will:

  1. Ensure  an appropriate written transition plan is prepared for all Early Head to Start children six months before their third birthday.
  2. Document  all efforts to assist families, track family partnership efforts and outcomes, records, monitors, follows up on referrals, and submits reports.
  3. Ensure Family engagement data is entered into the adopted family database; 
  4. Monitor; update; prepare data reports for program use and complete all Program Information Report (PIR).
  5. Maintain accurate, objective, timely, and confidential records documenting all child, family, staff, and agency contacts; disseminate appropriately and document all family engagement activities.
  6. Compile reports to the GETCAP-DECFS management staff for the compliance-related content area of family engagement regulatory reporting
  7. Gather, review, analyze, and monitor all services, systems, professional development/training, and management data, and prepare routine and narrative reports for the related content area.
  8. Maintain up-to-date GETCAP-DECFS documentation and reports of site monitoring assessment, results, administration and operations, systems, and service areas for the assigned content areas. 
  9. Recommend corrective action plans for identified problems and ensure improvements at all GETCAP-DECFS sites for the related content area of family engagement.
  10. Collaborates to analyze, assess, and interpret statistical and programmatic data to prepare quarterly programmatic monitoring review assessment and finding report for the related content area of family engagement.
  11. Ensure all community assessment data is used in the related content area of family engagement.
  12. Ensures that data from the Federal program monitoring, community assessment analysis, annual self- assessment process, Program Information Reports (PIR), and child and family outcomes reporting is compiled, analyzed, and used for continuous program improvement and program evaluation specifically for the related content area of family engagement.
  13. Report on the collaborative efforts with coordinators and managers to analyze community assessment information and facilitates planning efforts to determine design options, recruitment efforts, and enrollment of eligible families.
  14. Report on the network of community representatives and innovative activities for the content area of family engagement.
  15. Ensure reporting on programs' inclusive activities, resources for inclusion, and culturally informed supportive services to meet the identified needs of children and families.
  16. Respect family confidentiality and ensure coordinated services that meet the individual needs of children and families.
Self-Assessment:
 
Family Empowerment Administrator will:
 
Lead and support in the responsibility with management team the ongoing and annual self-assessment data discussions to collaborate, coordinate, implement, and ensure agency wide systems and timeframes addressing program wide systems and quality improvement plans
 
 
Physical Requirements:
 
Ability to lift up to 25 lbs. is required.
 
Ability to travel between center and partnership locations across the counties GETCAP serves
 
Human Resources:

Family Empowerment Administrator will:

  1. Work with Human Resources Manager and Program Management in selection, discipline,
  2. and performance management of School Readiness staff

    1. Conduct individual supervision and support of staff in employee development.
    2. Conduct required performance evaluation with each staff member supervised by the Family Empowerment Administrator and determines professional development needs and objectives in collaboration management team.
    3. Assist in coordinating job-specific employee orientation with Human Resources and
  3. program management.
    1. Monitor employee compliance with program and personnel policies/procedures.
    2. Leads in coordinating orientation and training for Family Services and ERSEA staff
    3. Adhere to the standards of conduct.
    4. Follow personnel policies and procedures.
    5. Maintain confidentiality regarding employee personnel information and performance
Minimum Requirements:

  1. At least two years of management and supervisory experience
  2. Knowledge of Head Start Performance Standards, philosophy, and mission.
  3. Knowledge and skills in Head Start system and services, adult learning styles, and coaching strategies
4.    Working knowledge of early childhood development, including social/emotional development and related experience in a Family/Human Services, Health, Social Service, or Head Start program preferred.

  3. Must adhere to confidentiality standards, IDEA laws, and HIPPA laws.
  4. Possess current First Aid and CPR cards with infant/child CPR.
